This letter of agreement, which came into effect on November 1, 2011, is aimed primarily at helping patients who have no family doctor to find one.

A management guide, developed jointly by the MSSS and the FMOQ, was given to registry coordinators to assist them in their tasks. On February 3, 2012, an e-mail was sent to general practitioners with a guide developed by the FMOQ to clarify the main rules for the use of access registries.
